The success of programmes such as Sarva Shiksha Abhiyan (SSA) is fairly visible today. They have reduced the number of children in the 6-14 age group who are out of school to about 5%. Though the quality of education remains a concern, particularly in rural areas, rapid increase in nrolment is a huge achievement given the country’s weak infrastructure. But enhanced nrolment at the primary level raises another issue: readiness of school infrastructure at the secondary level to cope with the rise in demand. So, the question for policymakers is how to carry forward this momentum in nrolment in the midst of the government’s severe resource crunch.

Inadequate infrastructure is the biggest challenge. Enrollment at the secondary level is still very low, with large number of dropouts at each level. The quality of education delivery is a key contributing factor. This must be addressed in areas of curricular framework, classroom processes, teacher performance and so on.

The Rashtriya Madhyamik Shiksha Abhiyan (RMSA), launched in 2009 to strengthen the secondary school infrastructure, was a correct step. Since the initiative by itself is not enough to secure the wider objective of universalisation of secondary education, the government has committed to the setting up of 6,000 model senior secondary schools. Of these, 2,500 are to be set up under the PPP model.

Fact is many PPP initiatives are already running successfully in India the area of education- both at primary and secondary level.

Bharti Group’s philanthropic arm Bharti Foundation, for instance, runs two PPPs in Rajasthan and Punjab. In Rajasthan, it has adopted 49 government elementary and primary schools. Similarly, at the secondary level, the foundation is running five senior secondary schools in Punjab under the Adarsh school programme. Under the scheme, while capital expenses are shared equally between government and the private partner, operational expenses are shared in a ratio of 70:30. It works out to 1,600 per month per child, with a provision for cost escalation of 5% every year.

Let us look at the three operational variants of the PPP model. The first one is a need-based intervention that requires the private partner to contribute in the areas of teachers’ training and pedagogical processes. Ownership and management of the schools continue to be with the government. In the second, the private partner adopts an existing school and manages it on behalf of the government that funds the operations. The private partner funds teachers’ training, pedagogical inputs, co-curricular activities, effective supervision and monitoring.

In the third variation, the private partner is not only required to construct the new school under a shared funding arrangement, but also manage it with partial operational cost support from the government. This alternative allows the private sector to be the best in terms of efficiency, besides helping ensure a strong accountability framework. Yet, the second option may emerge as the best since it facilitates the use of existing infrastructure effectively to deliver quality education.All successful PPPs are built around well-thought-out regulatory frameworks. Key Performance Indicators for the concessionaires must be simple to measure and be easily quantifiable. We also need tangible parameters whose assessment cannot be left to individual discretion. Targets and expectations set out in the concession agreement must be realistic and achievable. Only then will it attract the right private partners.

In our country we still have too much of the state and not enough of market. We are currently over – regulated and under governed. Ultimately, we should be better governed, well regulated with essentially free markets. With a large domestic market, low entry barriers, reasonably supportive financial markets and a huge entrepreneurial pool, especially in the services sector, our markets are well developed and fiercely competitive. The global transformation of competitiveness to knowledge innovation and management quality means that this will persist.
Since at least the 1980s, disruptive changes, facilitated by the rise of venture capital and private equity has become the norm allowing new entities like Microsoft, Google and Amazon to prosper. India’s IT and Telecom sectors also owe their growth to this new paradigm. Alternative energy, genetic engineering (in both the Agriculture and health sectors), nanotechnology, electric
scooters and cars, environmental engineering and infrastructure will be some of the areas fulfilling rapid change and growth over the next two decades.
However, we must celebrate not only start ups but their institutionalization and successful transformation into global companies. Both starters and runners are needed in any economy, and India is no exception. Establishing companies only to hand them over to a foreigner who might be more experienced at running large businesses would be a sorry development. We have to learn to operate global companies successfully and this requires greater managerial depth.
It is important for businesses to put their weight behind the right political forces and seek to influence them in a transparent manner. Business can either try and cut deals with the political system for selfish ends, thus harming the economy and polity, or it can try to improve the system for all businesses. Business has by and large not covered itself with glory and our credibility with the public is low. The resistance by farmers to land acquisition for industrial development underlines this perception.

The formation of SHGs has been made a mandatory in all watershed development programmes in the country. The Project Implementing Agency shall constitute SHGs in the watershed areas. These groups are homogenous groups having common interest who are dependent on the watershed area such as landless labourers, agricultural labourers, rural women, shepherds, scheduled castes/tribes etc. Around 50 per cent of villagers who are directly or indirectly dependent on watersheds should generally be enrolled as members in the SHGs. Evidences show that the SHGs are formed mostly women oriented activities. Separate SHGs should be formulated for women, Scheduled Caste (SC) and Scheduled Tribes (ST). SHGs function mostly as thrift, savings and lending groups and experiences show that there are vast differences in functioning. In addition, the SHGs are also formed for activities such as coconut palm thatches knitting, running canteen, sweet stalls, grocery shop, petty shop, rice mundy, textile shops etc (Palanisami et al, 2002).
Though the SHGs generate positive impact on the rural economy through empowering women and enhanced rural income of those participant households, the issue of group size is a long standing one. It needs further investigations with specific reference to the watershed context (Joy et al, 2004). Some SHGs perform well and in some watersheds they become defunct or inactive or sometimes dissolved due to internal conflicts among the members. The reach of SHGs, in the watershed context, also seems to be rather limited, thus restricting the scope of participatory activities that can be taken up through these bodies. While in some cases SHGs have provided the base for non-land based activities. In general, only a few groups have diversified into other activities. On the whole, SHGs activity has been peripheral to the watershed development programmes and there is a need to explore the possibilities for bringing SHGs in mainstream.
Though, the status of women in the society improved substantially in recent periods, still the gender inequality remain widespread particularly in developing countries like India. At the same time, experiences from developing countries show that improvements in women’s education, health, employment opportunities and social participation contribute to economic growth in developing economies. Investment in women not only benefits women themselves but also has relatively high social returns reflected in an improvement in their children’s welfare and a reduction of fertility, poverty and gender bias (Summers, 1992; Subbarao et al, 1993; Quibria, 1993). Thus, women based SHGs institutions are desirable not only from the perspective of social justice, but also because of the substantial social and economic benefits which result directly from enhancing women’s social and economic status both within the household and in society as a whole.
